Raj Wirk is Managing Director of WestUrban Capital Management, which manages all investor relations for WestUrban Developments.
Prior to joining WestUrban Capital, Raj led the Vancouver Island Commercial Banking team for Coast Capital Savings Credit Union. This included their Commercial Real Estate platform, which specialized in the full range of residential and commercial construction and term financing, as well as their Business Banking platform, which specialized in financing a diversified range of operating businesses. Raj has held senior level positions in banking for over 15 years, previously with Royal Bank of Canada in Toronto, and Bank of Montreal and HSBC in Vancouver.
Raj earned his undergraduate degree in Economics from the University of Victoria, Law degree from the University of British Columbia, and MBA from the Schulich School of Business at York University.
Raj lives in Victoria with his wife and his two children.
As Director of Operations, Jonathan oversees the construction of WestUrban’s rental developments from inception to occupancy. He brings over 10 years of diverse experience managing more than $1 billion projects. Jonathan’s experience tackling projects from public infrastructure, industrial to commercial multifamily combined with the desire to foster positive working relationships through clear communication and process driven solutions makes him an effective team leader. Jonathan started his career in the United Kingdom where he received his MSc Construction Project Management and BSc Building Surveying at Liverpool John Moores University. Jonathan lives in Campbell River with his wife, schnauzer, and daughter Mia. In his free time, Jonathan enjoys cheering for Liverpool and trying to keep track of small white balls on the course when time allows.
Sean Roy is the President and Chief Executive Officer of Westurban Developments Ltd. Sean is a professional business leader known for his strong work ethic, business development, strategic planning, land development, project management, construction, team building, operational excellence, and performance management skills. His strongest business strength is growing small land development companies into large multi-million dollar companies. Sean is a Registered Professional Planner in Canada, and he received his Master’s Degree in Planning from the University of Manitoba and his Bachelor of Arts Degree from the University of Victoria.
Sean’s residential and land development history spans over 20 years. He has developed over 7000 apartment units, large scale commercial developments, and over 500 single family homes across Western Canada. He has led teams of over 300 employees and built over a billion dollars of hard assets for rental companies in his past experience.
Family, travelling, sports and enjoying the outdoors is his escape from business life and building the unforgettable is his passion!
Matthew Fitzgerald is Director of Development with WestUrban Developments Ltd. He is responsible for stewarding the company’s real estate holdings from site selection through to acquisition and ensuring development potential is maximized. He brings a diversity of public and private planning and land development expertise from his past experiences across Western Canada. He has managed local government planning and development approval teams in BC and Manitoba and worked for a large apartment developer where he secured all land entitlement approvals for the development of over 3000 apartment units in BC, Alberta, and Manitoba. Matthew is a Registered Professional Planner and received his Master’s Degree in City Planning from the University of Manitoba and his Bachelor’s degree from Vancouver Island University. Matthew and his family love exploring the Island spending their free time hiking, biking, camping and exploring the endless outdoors.
As Director, Development Finance, Tom MacGregor is responsible for arranging WestUrban’s financing requirements. Tom is focused on developing strong relationships predicated on trust, open communication, and the mutual desire to build a great business together. He approaches the role creatively to ensure the company is strategically positioned to achieve both its short and long-term growth objectives. Tom is a Certified Profes+sional Accountant and holds a BBA from the British Columbia Institute of Technology. He brings over 7 years of banking and corporate finance experience gained at one of Canada’s leading financial institutions. Tom recently moved to the Comox Valley with his wife and two young boys, and he looks forward to supporting the local community and economy. He is an avid golfer and enjoys spending time outdoors with the family.
Cameron Salisbury is Director of Development with WestUrban Developments Ltd. Cameron brings over 20 years of diverse planning and development, community engagement and political experience to the team. He is responsible for overseeing all aspects of the land acquisition process through to initiating planning and development processes for projects. Cameron’s combination of experience and skills and extensive professional networks allows him to focus on identifying, analyzing and securing land to help build WestUrban’s expanding presence in the land development industry across Canada. His extensive work experience in British Columbia, Alberta and Ontario gives him unique insight into planning and development in diverse jurisdictions. Cameron is a Registered Professional Planner and received his Master Degree in Environmental Design (Planning) from the University of Calgary and his Bachelor of Arts (Planning) from the University of Windsor. He enjoys spending time with his family, travelling, and playing a variety of sports in and around the Campbell River area.
Kirsten Rudyk is the Director of Marketing at WestUrban Developments and oversees marketing, corporate communications, and brand strategy. She has over 10 years of experience driving business growth, amplifying bottom lines across a wide range of industries - most recently as the Director of Brand Management for Kevin O'Leary, O'Leary Financial Group, and a number of subsidiary companies and ventures. Kirsten's approach is focused on defining and achieving company goals by way of internal and external process improvement, website optimization, distribution, social media strategy, and brand development. She graduated with High Distinction from University of Toronto's Professional Writing and Communications program. Kirsten recently relocated to Campbell River from Toronto, and is loving life on the island with her husband and small dog. On her off days, Kirsten is chasing her goals of mastering her long drive, and spotting at least one whale in the Discovery Passage.
As Director of Finance, Jason Gordon leads the financial management, reporting, and accounting functions at WestUrban. Jason is a Chartered Professional Accountant with over 17 years of experience. This has included public practice assurance services for real estate enterprise clients with a large Canadian accounting firm, as well as commercial and real estate lending with a Canadian and international bank. He has also managed valuation services of over $30 billion in commercial mortgage investments with one of Canada’s largest brokerage firms, and has managed finance placement for a real estate developer in Vancouver. Jason and his family love the west coast lifestyle, spending as much time as possible outside biking in the mountains, or enjoying the many beaches and lakes on the island.

Deanna Kushner joined WestUrban in 2017 and is responsible for the Property Management side of the company. Deanna has been in the Real Estate industry for over 24 years. As a former Senior Real Estate Conveyancer and Office Manager, she brings a high level of expertise and professionalism to the WestUrban Property Management Division. Deanna’s strong work ethic, dedication to customer service, and commitment to the WestUrban team have driven her to undertake obtaining her Property Manager licensing through UBC Saunder School of Business. Deanna also holds an Applied Business Technology Certificate from Vancouver Island University. She enjoys her family time, travel, yoga, and boating around beautiful Vancouver Island.
Trevor Kushner is the General Manager of Operations at WestUrban Developments Ltd. Trevor’s career has spanned over 25 years in BC Local Government as a Director of Public Works & Engineering and most recently, a Chief Administrative Officer. Trevor has significant experience in managing highly complex projects and relies on his operational experience and consensus building skills to achieve desired product delivery outcomes. Trevor holds a degree in Public Administration and Diploma in Local Government Management and specializes in strategic planning for operations. Boating with his family, restoring motorcycles and drag racing his vintage mustang are his favorite pastimes.
Sarah Alexander is the Director of Civil Engineering for WestUrban Developments and oversees municipal (offsite) infrastructure from concept through construction for all our projects. Sarah has nearly 20 years of experience in both the private and public sectors, most recently as the senior manager of a large municipality. At the helm, she was responsible for strategic oversight of a $150 M fund to support the implementation of capital infrastructure investment and was the subject matter expert for developing innovative funding and financing solutions for land development. Her ability to manage innovative projects, lead through complexity, and strategize solutions is due to her extensive background in municipal finance, project management, development approvals, capital planning, and engineering design. Sarah is a Professional Engineer with a Bachelor of Science Degree in Civil Engineering from the University of Calgary and a Master of Business Administration from Queen’s University with a specialization in financial strategy. In her spare time, Sarah enjoys the island life and travelling with her family.
Shawn Baird oversees the buying of materials and supplies for all WestUrban projects. This responsibility involves negotiating prices with vendors, and building relationships to obtain the most affordable supplies and materials for projects of all sizes. Shawn started his career in the building supply industry, and with 24 years of experience, has become highly knowledgeable in selecting the best supplies for each project. He previously worked as purchasing manager for 4 years, and was recently appointed to the role of Director of Purchasing. Shawn’s key values are professionalism, honesty, respect and passion. “We love what we do and are passionate about it — building a product that brings excitement and happiness to our clients is what it is all about.“ Shawn is married with 2 children and enjoys his family time. Fishing, quading, and hunting are all considered perks of living in such a great area.
Monique Hebert oversees the market asset and apartment sale processes, development and implementation of corporate standards and procedures, and contract administration. The vision of her work ethos is “to work together to build strong relationships, promote and foster the best in each other, and create successes beyond our wildest dreams.” Monique started her career working for a law firm specializing in property law. This valuable knowledge base, and her ability to effectively lead and motivate others, led to several successful project management positions that included work with a private developer, local government projects, and the construction of two hospitals worth over $600M through Island Health. The values that drive Monique are courage, respect, honesty, and integrity. Monique is married with two children and loves the outdoors. She has recently taken up golf and loves to travel, especially when it comes to exploring the amazing coast and lakes around Campbell River.
Mike Gareau is responsible for all financial operations at WestUrban, including investor and banking relations. He has over 25 years of experience in both private and public companies, most recently working with one of the top innovative construction companies in BC as CFO and Director. He began his career in banking and progressed to the position of CFO for a credit union. Mike has also held senior positions with an international engineering company, as well as an international software development company. Mike is a Certified Professional Accountant and has a Business Administration diploma from the Southern Alberta Institute of Technology. He and his wife Dawn have recently relocated to Campbell River, and are excited to explore this amazing area. He is an avid golfer and loves playing hockey and traveling.
Terry Hoff oversees all operational matters, ensuring the successful completion and transition to either sale or rent-up on all West Urban development sites. Terry brings a particular focus on safe productive delivery, and development of mutually beneficial partnerships and relationships with its various stakeholders. Terry takes great pride in the development of the WestUrban brand, working closely with all members of the WestUrban team to deliver a product that we are all very proud of. He brings 37 years of management experience from his previous positions in pulp and paper and oil and gas industries. Terry holds many sporting interests and particularly enjoys spending time with family and friends on the Rendezvous Islands where he has a summer vacation home.
